Rulers who have
no enemies often become proud. The word ‘ruler’ here can also mean ‘leader’.
When rulers and leaders have enemies it should cause them to examine their
lives to see if there is fault that causes people to take offence and become
enemies. We should pray for our leaders and rulers that they live humbly before
God.
