Isaiah 65:18-19.
a) We are to be Glad.
b) We are to Rejoice forever.
c) In what the Lord is Creating.
d) And in what He will create.
e) He will create Jerusalem a delight.
f) He will create Jerusalem's people a Joy.
g) The Lord will Rejoice over Jerusalem.
h) The Lord will take delight in His people.
i) The sound of weeping and crying.
j) Will no longer be heard in her.

Ephesians 2:10.
a) We are God's Creation.
b) We are God's Handiwork.
c) We are Created in Christ Jesus for good works.
d) God has created these good works in advance.
e) For us to do.

The Lord wants us generally to Rejoice forever. Yes, we can express other emotions too, the Bible is very clear about this. However God wants us to be a Rejoicing people. The Bible tells us that the Joy of the Lord is our strength. If we have the Joy of the Lord then surely we will Rejoice. When God's People are a Rejoicing People that makes a great impression on unbelievers.
