d) Or bought with your money
e) From any foreigner who is not of your offspring
f) Must be circumcised.

Luke 1:59.
a) And on the eighth day they came to circumcise the child.
b) And they would have called him Zechariah,
c) After his father.

The Jewish people were allowed to buy the male children from any foreigner who lived among them. This was an historical situation and not really relevant for these days. Much of the Bible gives us glimpses into Jewish History and Culture. Of course, we do not follow these ways and things but they give us some idea about Jewish History.
